Korean vs US Sunscreen: What Changed in 2026
Korea and the United States permit different sunscreen-filter toolkits and use different UVA labels. FDA added bemotrizinol to the US OTC sunscreen monograph in June 2026, but a Korean formula still needs to satisfy US requirements before it can be sold as a US sunscreen. Start with the exact version, its active ingredients and its label.
The filter gap, in numbers
Sunscreen is regulated as a functional cosmetic in Korea, overseen by the Ministry of Food and Drug Safety (MFDS). In the United States it is regulated as an over-the-counter drug by the FDA. That single classification difference drives almost everything else.
Korea’s cosmetic-safety annex contains 32 UV-filter entries after its March 18, 2026 amendment. The US OTC sunscreen monograph contains 17 after the addition of bemotrizinol. These counts describe the two lists; they are not scores for product safety, texture or protection.
Filters commonly found in Korean formulas that US products cannot use include:
- Bisoctrizole (Tinosorb M) — broad-spectrum, also permitted in the EU
- Diethylamino Hydroxybenzoyl Hexyl Benzoate, or DHHB (Uvinul A Plus) — strong UVA filter
- Ethylhexyl Triazone (Uvinul T 150) — high UVB efficiency at low concentrations
- Drometrizole Trisiloxane (Mexoryl XL)
- Tris-Biphenyl Triazine (Tinosorb A2B)
These filters are outside the US OTC monograph. Ecamsule (Mexoryl SX) is a separate case: it has been used in specific US products approved through new drug applications, rather than through the monograph. FDA’s Sunscreen Innovation Act report distinguishes those routes.
What actually changed in 2026
On June 10, 2026, the FDA published a final administrative order amending OTC Monograph M020 to add bemotrizinol — the filter sold under the trade name Tinosorb S — at concentrations up to 6%. It is the first new sunscreen active ingredient added to the US monograph since 1999.
The addition of an ingredient does not authorize an existing Korean formula unchanged. The finished sunscreen must meet US drug requirements, including manufacturing, labeling and registration/listing requirements. MoCRA is the cosmetics framework, not the source of OTC drug registration. Our US availability explainer covers the practical barriers.
SPF and PA: why Korean labels tell you more
A US sunscreen label gives you an SPF number and, if it qualifies, the words Broad Spectrum. That is a pass/fail statement about UVA protection. It does not tell you how much.
Korean PA labels place UVA protection in four bands, from PA+ to PA++++. MFDS announced the fourth grade in September 2016, with application from December that year. It is an established label grade. Our PA and Broad Spectrum guide explains why the two systems cannot be converted directly.
PA+++ indicates a PFA of 8 to under 16; PA++++ indicates 16 or above. Broad Spectrum uses a critical-wavelength threshold rather than these PFA bands. Matching two SPF numbers does not make their UVA claims equivalent.
One caveat worth stating plainly: these are measured values, but test conditions and application thickness vary in real use. A high PA rating is a meaningful signal, not a guarantee of performance on your face at the amount you actually apply.
What Koreans actually rate highest
English-language roundups tend to recycle the same handful of brands that have US distribution and marketing budgets. The picture inside Korea looks somewhat different.
Glowpick is a Korean consumer review platform where ratings come from shoppers rather than editors. As of August 24, 2026, its suncare ranking looked like this, ordered by number of reviews rather than by score:
| Product | Rating | Reviews |
|---|---|---|
| Round Lab Birch Juice Moisturizing Sun Cream | 4.48 | 3,059 |
| Goodal Houttuynia Cordata Calming Moisture Sun Cream | 4.64 | 2,229 |
| AHC Masters Air Rich Sun Stick | 4.63 | 616 |
| Mediheal Madecassoside Hydrating Sun Serum | 4.64 | 565 |
| Estara DermaUV365 Barrier Mineral Sunscreen | 4.33 | 378 |
Round Lab has the largest review count in this snapshot, but Goodal and Mediheal have higher displayed averages. Review count measures the size of the platform’s review record; it is not a sales total or a controlled comparison of performance.
Ratings on this kind of platform shift over time. Treat the numbers as a snapshot with a date attached, which is exactly how they are presented above.
Buying without ending up with a fake
For sunscreen, use the brand’s official shop or a retailer whose authorization you can confirm. A copied ingredient list or convincing package photograph cannot prove that the contents are authentic.
Practical checks:
- Buy from the brand's official storefront or an authorized retailer rather than an unnamed third-party seller
- Compare the ingredient list against the brand's own site; counterfeit packaging often gets the filter list subtly wrong
- Compare the seller’s identity and authorization with the brand’s own information. Price alone cannot establish authenticity.
- Read the manufacture and expiry information on the package. Ask the brand or seller to explain an unfamiliar date code; a code alone cannot authenticate a product.
So is Korean sunscreen better?
A wider permitted filter list gives formulators more options. The comfort and finish of a particular sunscreen still depend on the whole formula, so compare the product you will actually buy rather than choosing by country alone.
Choose a sunscreen whose directions, protection claims and finish suit your routine, and check the exact market version before ordering.
